Justin Wray
Head of Policy Department, European Insurance and Occupational Pensions Authority (EIOPA)
Contact:
Justin Wray is Head of the Policy Department. At EIOPA Justin has been responsible for the provision of advice on the IORP II directive, EIOPA’s technical standards and guidelines required under the Solvency II directive.
Before joining EIOPA in May 2011, Justin worked at the UK Pensions Regulator in a number of operational and policy roles including as Head of Pensions Administration and Governance. Prior to this, Justin worked at the UK Treasury on financial services regulation and international debt issues, and at the UK Department for International Development.
Justin holds bachelors and masters degrees in economics (Universities of Southampton and Warwick), and an MBA from Cranfield University.
Florent Albert
Managing Director Europe, Group Chief Financial Officer, Lombard International Group
Contact:
Florent Albert joined Lombard International in 2015. He is currently Managing Director Europe with Lombard International Assurance and Group Chief Financial Officer, and has over 20 years of experience in Financial Services. He is also a Member of the Board of the Association of Luxembourg Insurers, of which he was Vice-Chairman of the International Life Commission from 2016 to 2020.
Mr. Albert started his career in M&A at Continentale d’enterprises (Artemis Group). he then joined the GE Group where he held various leadership roles in the US and Europe, including CFO and Managing Director positions in the Group’s Financial Services division. After GE, Florent Albert joined RSA Insurance in London as Group FP&A Manager and then MetLife France, based in Paris, as CFO and ERM Director.
Mr. Albert holds a MSc in Economics and Corporate Finance from the University of Bordeaux, a MPhil in Industrial Organization and Labour Economics, and a MSc in Strategic Management from HEC Paris. Mr. Albert is also a Financial Management Programme Graduate from GE Capital in the US and a certified Lean Six Sigma expert.
Lize-Mari Barnes

Lize-Mari Barnes joined Swiss Re in South Africa in 2006 and relocated to Luxembourg in 2012. Lize-Mari is the newly appointed General Manager of Luxembourg as of 01 Jan 2023. She also holds the position as CFO Reinsurance EMEA. Previously she held positions as Head FP&A EMEA, CFO Swiss Re Europe S.A and CFO South Africa at Swiss Re. Before joining Swiss Re in 2006, she worked for PwC in South Africa specialising in Financial Services. Lize-Mari has nearly 20 years of experience in Financial services, majority in Reinsurance, both Property & Casualty and Life & Health.
Lize-Mari is Chairperson of the management committees of Swiss Re Europe S.A. and Swiss Re International SE, Chairperson of Swiss Re Capital Markets Europe S.A. and board member of Swiss Re Lux Funds. She is also a member of the Swiss Re EMEA Reinsurance executive team.
Lize-Mari is a qualified South African Chartered Accountant.
Inge De Wolf

Inge De Wolf joined Swiss Life Global Solutions as Legal Director in 2017. She looks back on more than 25 years experience in cross-border life insurance both as Legal & Tax Director and Head of Compliance, leading international teams of lawyers and compliance professionals.
Inge started her career in a small law firm before she integrated the insurance sector in Luxembourg. In 2000, she joins a leading international insurer where she heads the Legal Department for a number of years before being appointed Legal & Tax Director. Inge has also founded consulting and brokerage structures in Luxembourg.
Inge is member of the ACA board and of the Board of the Syndicat d’Assurance in Luxembourg.
She is a Belgian lawyer with a degree in both Belgian and French law, a French master in Private and Banking law, and certification in investment products and international taxation. She is a London Business School graduate in Leadership & Management and a certified PNL Practitioner.
Pierre-Edouard Fraigneau
Chief Underwriting Officer - Europe, Liberty Specialty Markets

Pierre-Édouard Fraigneau was appointed Chief Underwriting Officer – Europe, Liberty Specialty Markets (LSM) in September 2020. He is responsible for managing the performance and governance of lines of business and the underwriting of Liberty’s direct insurance business in continental Europe.
Pierre-Édouard joined Liberty in 2020 from Sanlam Pan Africa where he was Commercial Lines Director and a member of the Executive Committee. He was responsible for leading the Property & Casualty business unit of Africa’s largest insurance group.
Pierre-Edouard started his career in Financial Lines at AIG in France prior to joining AIG’s Regional Office in Dubai in June 2011 as Head of Management Liability where he was responsible for underwriting strategies, portfolio management and product development across twenty-five countries in the Middle East, Africa & Central Asia Region.
In September 2014, he is instrumental in opening AIG’s new office in Casablanca (CFC) and is concurrently appointed Deputy General Manager for the North and West Africa region.
Pierre-Édouard has over 17 years of underwriting and leadership experience across many lines of business and complex portfolios. He has worked closely with clients and distribution partners to deliver profitable growth strategies and technical underwriting excellence.
Pierre-Edouard Fraigneau holds an Advanced Masters’ degree in Finance from the ESSEC Business School (Paris) and a Masters’ degree in Finance & Economics from Sorbonne University (Paris).
Marc Hengen

Marc Hengen has been the Managing Director of ACA since March 2013. After 18 years of experience in the Luxembourgish insurance sector, he joined the Executive Committee of ACA in 2010. He is also a member of both the Executive Committee of UEL (Union des Entreprises Luxembourgeoises) and the Executive Committee of IE (Insurance Europe), as well as Secretary General of AGERE (Association des gestionnaires d’entreprises de réassurances).
Marc Hengen has a Master’s Degree in Law from the Robert Schuman University of Strasbourg.

Paul Lecoublet is the Chief Executive Officer of Generali Luxembourg, a life insurance company dedicated to Ultra High Net Worth Individuals (HNWI / UHNWI).
Paul started his career in 2006 at Aforge Finance as an Account Manager and then as a Mergers & Acquisitions Manager, mainly on Leverage Buy Out (LBO) transactions. In 2010, he joined Generali France as Head of Corporate Finance where he supervised the financial and legal aspects of acquisitions, mergers and disposals. In 2014, he was promoted General Secretary and Member of the Executive Committee of GFA Caraïbes, the insurer’s subsidiary in the Caribbean and French Guiana.
In April 2018, Paul Lecoublet was appointed Director of Business Model and Distribution Strategy for Generali France.
Paul Lecoublet holds a Master of Science in Management from EM Lyon and a degree in Economics from the University of Paris I Panthéon-Sorbonne.
Emiliano Luzzi

Emiliano is EY Luxembourg Insurance Consulting Leader in Luxembourg, where he devotes most of his time helping (re)insurance carriers transforming and reshaping their business model.
Emiliano has almost 20 years of working experience with large organizations across 3 continents. Over his career, Emiliano has led many initiatives aimed at driving large-scale transformations, cost optimization and organizational change, helping companies to step-shift their performance. Prior to joining EY, he held the role of Luxembourg Insurance Leader for another major consulting firm.
In addition to his work with EY, Emiliano collaborates with some major European business schools, where he teaches electives on problem solving and organizational change management.
Emiliano holds a master’s degree in Engineering from the University of Pisa on top of various post-graduate degrees from top-tier business schools, including an MBA from IE Business School.
Amandine Motte

Amandine Motte is the General Manager and CFO of CNA Hardy’s Luxembourg subsidiary (“CICE”). She also serves as Board member of CICE and is a member of the leadership team at CNA Hardy. Amandine is responsible for all aspects of CICE, from governance to regulatory matters, as well as driving the Continental Europe business.
Since 2020, Amandine is a member of the Board of Directors of the association of Luxembourg Insurers (ACA).
Before joining CNA Hardy in 2018 as Chief Financial Officer for CICE, Amandine already had more than ten years’ experience in financial services. She was previously Vice President at Swiss Re. Prior to that, Amandine has held several functions at Deloitte Luxembourg.
Amandine is a Chartered Accountant (ACCA), she holds a certificate in Financial Risk Management from New York University and a BA degree in Communications and Marketing.
Emmanuelle Mousel

Emmanuelle Mousel is a Partner in the Insurance & Reinsurance and Banking & Financial Services practices of Arendt & Medernach.
Emmanuelle advises banks, investment firms and other financial sector professionals, as well as payment service providers, insurance and reinsurance undertakings, insurance intermediaries and insurance sector professionals on regulatory, civil, commercial and insolvency law matters. Her areas of special expertise include licensing requirements, mergers and acquisitions, drafting and review of contractual and business documentation, as well as issues pertaining to anti-money laundering and anti-terrorism financing measures. She also advises on questions relating to pension funds.
In addition, Emmanuelle assists institutional clients with criminal and regulatory investigations and litigation cases. She has received high praise for her work as an attorney in finance litigation.
Emmanuelle has further developed proficient knowledge and expertise in environmental, social and governance (ESG) matters and regularly advises clients on any requirements deriving therefrom, including disclosure, risk management, product governance as well as organisational and conduct of business rules.
Emmanuelle is a member of the Association Luxembourgeoise des Juristes de Droit Bancaire (ALJB) and participates in various working groups within the Association des Banques et Banquiers, Luxembourg (ABBL) and the Association des Compagnies d’Assurances et de Réassurances du Grand-Duché de Luxembourg (ACA).
Mattia Musetti

Mattia Musetti is an Adviser for Luxembourg for Finance (LFF).
Mattia’s role is to advise LFF and its stakeholders on the strategic orientation of the financial centre, specializing on a number of topics including talent, insurance and private equity. He represents the Luxembourg financial industry abroad and helps others understand Luxembourg’s financial services and fund structuring toolbox and the industry in general.
He advises international financial services companies, FinTechs and MNEs to develop and scale up globally their cross-border financial operations through Luxembourg as the gateway to Europe. His geographic focus of attracting financial companies to Luxembourg is global, with specialties in North America, India, Italy, Russia & CIS and Eastern Europe.
Philipp von Restorff
Deputy CEO, Luxembourg for Finance

Philipp von Restorff currently is Deputy CEO at Luxembourg for Finance (LFF), the agency for the development of the Luxembourg financial centre.
Prior to his appointment at LFF, he was serving as Head of Communication of The Luxembourg Bankers’ Association (ABBL), where he also held the position of Secretary of the Board of Directors. Philipp has been Chairman of the European Banking Federation’s Communication and CSR Steering Committee from 2014-2018. Before joining the ABBL he worked for the Luxembourg Information and Press Services of the Luxembourg Ministry of State.
He is elected member of the Board of Directors of LuxFLAG, the Luxembourg Finance Labelling Agency, as well as of the Luxembourg Sustainable Finance Initiative. Philipp is lecturer at the Luxembourg House of Training and financial education volunteer at “Jonk Entrepreneuren Luxembourg”, a branch of the Junior Achievement Network (JA).
