Julie Becker has been at the helm of the Luxembourg Stock Exchange (LuxSE) since April 2021. She joined LuxSE in 2013 and was appointed to its Executive Committee in 2015, before being named Deputy CEO in 2019, and CEO two years later.

Her career in the financial sector in Luxembourg spans over two decades and includes positions at the Central Bank of Luxembourg and Dexia. In 2016, Julie Becker founded the Luxembourg Green Exchange (LGX), the world’s leading platform for sustainable securities. A recognised expert in the field of sustainable finance, Julie Becker has represented LuxSE and LGX at numerous, international expert forums and conferences over the past years, including the EU High-Level Expert Group on Sustainable Finance from 2017 to 2019 and the United Nations High-Level Dialogue on Financing for Development in 2023.

Julie Becker is a member of the board of directors of several Luxembourg-based financial industry associations and the Chairwoman of LuxCMA, a capital markets industry association established in 2019. She was awarded The inventor” by Global Landscape as part of their campaign “16 Women Restoring the Earth” in 2019 and was named the “Most Influential Economic Decision Maker in Luxembourg” in the 2022 edition of the Paperjam Top 100.

Julie Becker played a crucial role in the founding of the Luxembourg Women in Finance Charter. She is a member of the Luxembourg Gender Finance Task Force, launched in 2023, and the EIB’s Women Climate Leaders Network, launched in 2024. She was appointed as a member of the University of Luxembourg’s Board of Governors in 2023.

Julie Becker specialises in regulatory and legal matters linked to capital markets. She holds a Master’s Degree in European & Comparative Law and a Master’s Degree (DEA) in Private Law from the University of Nancy II, France. She is also an alumna of the Wharton Business School, University of Pennsylvania, USA.

Shiva Dustdar currently serves as the Head and Director of the EIB Institute.

She brings over 28 years of experience in the financial industry working for large private and public institutions in New York, London and Luxembourg. Since joining EIB in 2003, she has worked in risk management, lending, investing and advising in innovative companies. Until June 2022, Shiva headed the Innovation Finance Advisory (IFA) Division in the EIB, which she built and scaled up into a successful innovation financing advisory programme covering green, digital, gender-smart and health-related sectors.

Shiva started her career in 1993 at J.P. Morgan in Investment Banking in New York working in M&A, Project Finance and Emerging Markets before joining Fitch Rating Agency in 1999 to set up its European High Yield rating business.

She holds a BA (Magna cum Laude) in Economics from Columbia University in New York and an Executive MBA from London Business School (LBS). Shiva is an innovation finance expert and regular speaker on innovation and impact financing, gender smart investing, digital and green financing and actively engaged in networks that promote sustainable and mission-oriented financing.

Noel Fessey is an investment fund industry director, resident in Luxembourg since 2003. From January 2018 to October 2022, Noel was CEO and Chairman of the Executive Committee of Luxembourg-based European Fund Administration (EFA), and was at the heart of the project through which EFA became a member of Universal Investment Group.

From 2000 to 2017, Noel worked for British asset manager Schroders, initially in London as Global Head of IT Security, then from 2003 as CEO and Chairman of the Executive Committee of Schroders Luxembourg, and from 2005 as global head of fund services. Before joining Schroders, Noel was a British Army officer for 13 years, specializing in logistics and IT.

Noel was a member of the board of directors of the Association of the Luxembourg Fund Industry (ALFI) from 2005 to 2016, and has been a member of ALFI’s strategic board since 2019.

Elisabeth Krecké is an independent economist and former university professor, resident in Luxembourg. She currently works as a macroeconomic policy expert at Geopolitical Intelligence Services (GIS), a Liechtenstein-based consultancy company and information platform that provides geopolitical analysis and forecasting to strategic decision makers such as business leaders, investors or policymakers.

The scenario-based economic research Elisabeth has been conducting for GIS since early 2018 focuses mainly on the impacts of the wide range of policies that governments and central banks have been implementing in response to the severe global shocks hitting Europe over the past 15 years.

Elisabeth’s career as a professor of economics has spanned over two decades, notably at Aix Marseille University (1994-2004 and 2007-2014) and the University of Science and Technology of Lille (2004-2007).

She holds a Ph.D. in economics from Aix Marseille University.

Nicolas Mackel is CEO of Luxembourg for Finance, the Agency for the Development of the Financial Centre, since July 2013.

Nicolas is a career diplomat. He has graduated with a law degree from the University of Aix-en-Provence, and holds two post-graduate diplomas in European law from the Sorbonne University, respectively the College of Europe in Bruges where he then also served as a teaching assistant in the Law Department. He worked as a legal clerk at the European Court of Justice before joining the Ministry of Foreign Affairs in 1999. His assignments focused on the successive EU Treaty negotiations (Amsterdam, Nice, Constitution, Lisbon).

Nicolas was consecutively posted at Luxembourg’s Permanent Representation to the EU (2002-07), as Deputy Chief of Mission at Luxembourg’s Embassy in Washington DC (2007-11) and as Consul General in Shanghai (2011-13) where he was in charge of promoting Luxembourg’s economic interests throughout China as the Executive Director of the Luxembourg Trade and Investment Office.

Yves Nosbusch is a Member of the Executive Committee of BGL BNP Paribas, in charge of Communications, CSR and Strategy as well as Chief Economist.

Before joining BGL BNP Paribas in 2012, he was on the full-time faculty of the Finance Department at the London School of Economics. His academic research, published in leading journals such as the Review of Financial Studies and the Journal of Monetary Economics, has concentrated on public debt (sovereign risk, optimal maturity structure) and pension systems.

He holds a Ph.D. in Economics from Harvard University and M.Sc. and B.Sc. degrees in Econometrics and Mathematical Economics from the London School of Economics.

Bruno Rovelli, Managing Director, is Chief Investment Strategist for Italy within the BlackRock Investment Institute and also part of the Client Portfolio Solutions (CPS) team. Mr. Rovelli is responsible for delivering value added market and investment insights to our clients as well as design and manage investment solutions built around clients’ needs. He is a member of BlackRock Italy Executive Committee and served as a Director on BGF, BSF and BGIF Fund Boards from 2013 to 2016. Mr. Rovelli has more than 20 years’ experience in capital markets and investment management.

Before joining BlackRock in 2011, Mr. Rovelli was Chief Investment Officer at Eurizon Capital, Intesa San Paolo asset management company. In the role, he was responsible for Fixed Income, Equities, Absolute Return and Quantitative investment strategies, managing a team of over 80 professionals, a position he held from 2005 to 2010. Mr. Rovelli started his career with UniCredit and Bank of America as an economist before moving to Citigroup as fixed income strategist responsible for Southern Europe.

Mr. Rovelli is a graduate in Economics of Luigi Bocconi University in Milan.
